1996 Subaru Impreza High fuel consumption

Hi, I imported my Subaru Impreza with an EJ15 engine, (no airflow meter) sometime late last year from Japan. I never thought of calculating the kilometers I was getting per litre till about 3 months ago-I was terribly disappointed! One litre does 7.3 kilometers in urban driving. Yet I got a small engine for some fun with low fuel consumption.
Mechanics say the engine is perfect, despite:
1. A knocking sound every early morning somewhere low in the engine block to the left.
2. Very low revs (like about to go off) for about 1 minute whenever I start in the morning.
I have been like this for about 2 months and no hope in site. Any advise out there?

Not really advice, but about the engine knock. That seems to be the norm, atleast with the 2.2ltr engine. As I'm told, with the way the block cools, it twists causing the knock in a cold engine. Mine has been doing this for 4 years now (that I know of, it's a '97) and although it is always there in the morning, it is worse in the winter.
