This vehicle sits for long stents at a time without being driven or started. The other day I started it and it sounded like it had a cough that needed clearing. I treated with dry gas heat, but still has that rough cough sound.

Can you be a little more specific about this cough sound? Does the vehicle feel like it has a lose of power? Is the check engine light on or has it ever come on then gone off?

Yes, the light for check engine came on, I checked fluids, filled with gasoline and drove for few miles, feels like put putting and out of gas with crackling noise coming from muffler resonator area as if exhaust clogged. But, also has a fan blowing sound from under hood area.

Well, the first thing is to see what caused the check engine light to come on. There will be a diagnostic code stored in the computer. If you take it to Autozone they will read the code for free I believe. After that it will give you a direction to go in, ie. A cylinder misfire code or such. That will give us a direction to go in with figuring out what is going on with the vehicle. And there may be multiply codes as well, so write them all down in the order that they are present in case they erase the codes. And we can go from there.

Just to add to this one is the radiator fan running at high speed and never shuts off even when the engine has not warmed up and air conditioner is not on? If so you have a really bad miss fire most likely. Also when you get the codes make sure you get the exact code numbers not code descriptions. It will be a letter followed by a four digit code.
