Seems like it starts out in third gear

Engine runs fine. "Service Engine Soon" light comes on approximately 2 minutes after starting. Reverse gear, no problem. Put it in drive, t feels like its starting out in third gear. Wont shift down. Needless to say, sluggish start. Shift solenoid?
