2004 Scion xB Bottom Bolt on alternater

I would like to know how to remove the bottom
bolt from the alt. It dose not want to turn like a regular bolt. I see a nut on the back side but it has a locking tab on it.

Not clear on your statement"like a regular bolt".
It unbolts like any bolt the nut on back is held in place. It maybe necessary to remove the adjuster bar.

The bolt seems to be frozen and penetrating fluid
has not freed it up. If I cut the head of the bolt off
can I drive the bolt out the back?

No don't cut off. Try PB Blaster get at Auto Zone. Need a six point socket 1/2 inch drive repeat tighting and loosing in a back forth motion.
