1999 Saturn SL2 Cant get reading off of OBD

Took the car to get an inspection, here in Texas the car is put on a computer which connects to the state. No connection equals no inspection sticker. So there is no power to tge OBD and the electric locks and the interior light doesnt work. When I attempt to inset a new fuse, it blows. HELP Please.

Hi need to locate short in either door locks or interior lights faulty dome or vanity bulbs are common. Remove master door lock switch see if fuse holds. Could cut Orange wire pin #16 on Data Link run new power source get you through inspection

I replaced fuses and got the door lock issue resolved. I removed the dome light to ensure that there were no issues with it. I then took the car to a local auto parts store. They checked the OBD2 connection which had power and he even cleared a code. Took it to my local inspection facility and there is no communication with the inspection computer and the OBD2- Thoughts? The guy's at Jiffy Lube referenced that it might be the ECM- I'm lost

Yes could be did they say it showed NO BUSS or NO COMM? If wiring is good from data port to PCM then would think PCM faulty.
