2001 Other Saturn Models not passing ny state inspection

2001 Other Saturn Models Automatic 112000 miles

the diocnostic hand computer is not showing any codes but when he pushes the button again four thing are not clearing catylisc converter, ooyxgen sensor and two other sensores, I had two oyxgen sensors replaced and it was reset and I was told to drive it to reset them but it has not worked I have driven in all different mphs and it is still not reseting what else can I do. Or ask my machenic to check I have been to two different places for this.
