2000 Saab 9-5 won't start

Car was running while windshield was being cleared and suddenly stopped. Won't start. OBDII was plugged in and it showed P0001 code and said Fuel Volume Regulator Control Circuit/ Open.
I checked the fuses and they are good except the owners manuel shows a fuse board that is supposed to be under the instrument panel that I don't see. I even took down the plastic panel under the instruments to see if it was hidden but there wasn't any panel that could be seen.
What other possibilities are there?

try replacing eng crank sensor first ,if still no start then your problem is a bad fuel pump & that is after u have checked of fuses ,the panel u can't find is the relay box it is located under the driver side dash ,u will need to remove 1 screw to lower relay box ,the fuel pump relay is in that said box ,good luck .
