Possible this is a left over oil from the HG job
recheck the valve cover
I would clean all that you can see
give it another good and long road test
and then recheck If oil is back
on top the exhaust
then suspect an oil leak and have to investigate the leak

If I may asked what was the reason for lifting the head, but anyways u may have a bad valve seal, does it smoke after car sits for a while, if so then oil is passing the valve seal & going on the piston, next time before u start pull spark plug & check piston top for oil residue or just look at spark plugs for oil.
