Fluctuating RPMs

Hello, my car starts with no problem first half turn of the engine it starts. When it's cold it start to ramp up and down the RPM's as it gets normal temperature it stop to up and down RPMs, RPMs stay around 1,100 to 1,200 RPMs steady. I turn on the A/C that will lower a bit the RPMs but still high over 700 RPMs that what the books said 700 RPMs manual transmission. I change the IAC valve that goes on the bottom of the throttle body but still high RPMs. Any help or suggestion I will appreciated beside that the car runs very smooth no misfiring or hesitate engine. Hello,

Sounds like vacuum leak or your throttle valve needs to be cleaned from carbon.
