When trying to start it it clicks once and if I keep doing it it will finally turnover what could this be and also is the inhibotor relay and the ignition relay the same one

If the clicking noise is coming from the area of the starter, that is likely the problem. If you can access the starter to tap on it while someone else tries to start it. If it responds when tapped on, that would confirm the starter.
