I had a crack in my radiator and I put a brand new one in. I filled it up with water and antif. And my low coolant stays on and my temp gage is all the way up. I was wondering sould my coolant fan come on when I turn the car in

Cooling fans come on when the engine coolant temperature sensor sends signals to the computer to tell them to turn on at certain temperatures. One way to check to see if fans are working is to turn on the A/C. This should automatically kick the cooling fans on. Sounds like you may have some air in the system during radiator replacement. Bleed cooling system and see if problems persist.
