2003 Pontiac Aztek gas issue

Hi, I was just informed of a recall that " aztec may develop a small crack at the base of the fuel fill tube near the fuel tank that can allow fuel vapors to escape and cause liquid fuel to drop to the ground during refueling and normal driving"

i was experiencing problem with my car not starting after I filled up with gas. After waiting about 5 minutes, it would eventually start and be fine. It would also happen after making many small trips. It only happens once in a while now, mostly after filling up. My mechanic says everything looks fine and I also replaced the starter at one point. Could this recall be causing the non starts? If not, do you have any other suggestions of what may be causing it? Thanks!

That could be yes,

or

Evap Purge Solenoid Valve is what id go with, it is probably pumping too much vapors into the manifold and the vehicle will not want to start, could also be a bad check valve.
