I have a 1998 plymouth voyager that had the same problem. It was a dealer recall, a problem with the clockspring in the steering colum. This could be the problem if your horn & cruise control does'nt work too. If this is what your van is doing take it to the dealer and they will fix it free of charge. But remember it has to be the horn & cruise control that does'nt work too. Good Luck, Robert (1968)
