1996 Oldsmobile Cutlass No start problem

The engine suddenly stopped running while driving and would not restart. Inst. lights are on. The only electrical items working are power windows and wipers. Nothing else will work. I can start the engine by crossing selenoid with screw driver with ignition on, but the car is otherwise electrically dead, ie: no turn signals, brake lights, etc. There is no power to "S" terminal at selenoid with ignition on. While checking ignition switch under dash I noticed that the switch actuating rod comming from the key does not move while turning the key. Would this keep the ignition switch from working? I suspect ignition swirch or nuetral safety switch.
