Not cranking over

New starter, but will not start with keys. Everything works, just will not start. I can jump from start to battery and it starts.

It sounds like the neutral safety switch or crank relay has gone out. But to be sure lets run down these guides and check out the wiring diagrams so you can see how the system works.

Does a replacement starter need shims?

Nope no shims use an AC delco starter. You can get it from Amazon or RockAuto.
