No power after 3000 rmps in gear

Hi, I have a 94 firebird. The problem is that everytime I try to go on the freeway, I end up on the slow lane for a while, I cant go pass 3000 rpm, and I dont have any good power until 3rd. Is there anything I can do to fix that. I was told it has a rev limiter but im not sure. Thank you for ur time

Scan for codes and check fuel pressure with a gauge first auto parts rent it. 41-47 psi. Then check vacuum at idle at manifold if you can. If 15"or below suspect clogged exhaust unless it's a trans problem.
