Jump started the car several times and when it started drove it about 15 miles. Turned it off. Then it restarted fine. The next morning, no lights on dash, or headlights, and couldn't start at all. Bought a new battery. Still no power. Battery tests at 12.7 and 10 on wire near starter. The negative battery cable is bolted to chassis.

What could be the problem? A fuse or relay?

Follow the smaller positive battery wire to the under-hood fuse box. Check that connection to be sure it's clean and tight. That's the most common cause for everything being dead. Also follow the smaller negative battery wire to the body and be sure that connection is tight and not rusty.
