Hi, I took my car for inspection to the Motor Vehicle. And it fail for the OBD/Emissions because:

OBD SYSTEM- READINESS STATUS:
Catalytic Converters NOT READY
Oxygen Sensors NOT READY
Oxygen Sensors- Heater READY
EGR Systems READY
Evaporative System NOT READY
Fuel System READY
Engine Misfire READY
Comprehensive Component READY
Overall Readiness Result FAIL

Has the check engine light been comming on, and maybe going back off, so it's been ignored?

No the engine check light don't come on.

First was the car brought to Nissan for the two recalls? One was for three sensors, cam, crank and VVT(variable valve timing)? The other was for the ECM? Usually when the IM(inspection readiness monitor) wont reset, a sensor is at fault, and it usuallt turns on the MIL(check engine light). The three sensor recall states that MIL may be on. But does not have to be. Were these recalls done?
