What might be a problem with somewhat chirping and popping noise at start up and it decreases as it gets hot but the noise is still there. Its like a Harley-Davidson motor bike or a pick-up truck idling at a stop light. The only difference is that on the bike/pick-up truck the noise comes from the tail pipe but on my minivan it comes from the from the front not from the tail pipe. Thank you very much for your advice.

Start engine, look at serpentine belt, if it is "jumping" around, then most likely the belt is bad or the belt tensioner.

Also inspect exhaust system for leaks, especially at exhaust header, look for carbon buildup on head near manifold.
