1989 Nissan Pathfinder FAILED AIR CARE ON IDLE TEST ONLY

I have tried to get my car tested for air care but failed on idle test only and wondering what would be the cause of the problem. All other test passed with flying colors.

My test results:

2008-03-17 13:49:38 261,000 Kilometers

Driving HC = 22 ppm Pass
Driving CO = 0.15 % Pass
Driving NOx = 47 ppm Pass
Idle HC = 143 ppm Pass
Idle CO = 3.73 % Fail

There must be some intermittent problem as over the years of testing. It has always been the Idle Test Failing and when it passes it's reading is very low from.026 to 1.49 readings
Any Ideas?

Idle CO = 3.73 % Fail way too high

Have the coolant temperature and oxygen sensor checked out
