is the steering wheel locked with vehicle in Park position? if so, try pulling on the wheel hard left while turning ignition key. it is possibly just in a bind..let me know what happens.

Thanks for yr reply. however I did not explain the problem correctly. I am able to start the car, but I am having trouble moving the steering wheel. The steering wheel is stick and hard to turn it either directions. There is power steering fluid in the reservoir. I just had a hose replace because there was a leak.
Car is starting good but the problem is with turning the wheel.

Okay, so the power assist from the power steering system is no longer working correctly. Since you stated there is sufficient fluid in the resevoir, the next thing to check is the power steering pump belt. Is the belt tight properly and not damaged?
