2003 Nissan Altima Repair Question

Stong fuel smell left rear wheel well

Smells problem
2003 Nissan Altima 4 cyl Automatic 52,000 miles

We have reciently noticed a fuel smell at the left rear wheel of the auto. The engine light does not come on. When you remove the gas cap you hear noise from the fuel cell. I have replaced the gas cap, raised the car and checked for leaks, found none.
Is there a way to inspect the soft link on top of the fuel cell without dropping the tank. I think the soft link may have a crack, or I may have a fuel pump problem.
One more symptom, the engine does not always start with the first attempt but always the second time.
Looking for help as I am not working and can't afford an expensive auto repair.

Hi,look At The Two Hoses Leading Into the fuel tank.Look Close for Cracks In The hoses.Also have the Fuel cap checked,that it holds pressure.I seen a few nissans with cracked fuel hoses at the tank.those hoses are dealer only parts.
