Balance Belt

I have a 1990 L300 Cyclone, 2.0litre petrol RWD with 230,000Kms on the clock.
The water pump was leaking and when I removed the timing cover I noticed the balance belt had snaped.
From what I can gather, the crankshaft has to be removed to replace the belt so my question is this, what would happen if I didn't replace the belt and left it off completely?

ARe you sure the crank shaft has to be removed, I have an eclipse and has a balancer belt also but all I did was removed the timing cover and then the Harmonic balancer and I was able to get to that belt with no problem, I dont think it will be a problem if you leave it off, I dint realize mine had snaped untill I had to get in to change the water pump and it was working fine, but then again it's there for a reason so I just went ahead and replaeced mine.
