My car misfires in the morning on cold startup and only when outside temperatures are freezing. The tachometer is around 1,000 RPMs and smell strong gas smell. No codes and check engine light does not flash when it happens.

This is common when the EVAP canister purge valve sticks open which is common. Here is the location so you can check it out, remove the valve and should not be able to blow through it, if you can the valve is bad and needs replacement. Check out the images (below). Please let us know what happens.

Are you talking about the purge solenoid? Also, I forgot to mention that the tachometer goes up slowly after it misfire (rough idle) to 1,500 RPMs and when it reaches 1,500 no rough idle.

Yes, the purge solenoid if it is okay this problem can be a fuel injector stuck open. I would remove all spark plugs and look for the plug at looks different (dark in color) which will be the cylinder that is having the problem. Please let me know.
