1994 Mercury Sable please help!

1994 Mercury Sable 6 cyl Two Wheel Drive Automatic

first of all I have a 1994 mercury sable 3.8 and the question it dont run over 30 miles an hour and when I go more than that it acts like its gunna go dead.I already changed the air flow censor, coil pack, fuel filter, new spark plugs, distributer, roder, and the fire control and it still does the same thing. Oh and I forgot to mention it dont crank when its cold I have to put starter fluid

What do you have for fuel pressure?
Suspect fuel pump
Check catalytic converter and exhaust back pressure

Oh and I forgot to mention that I cut 1 of the catalytic converters off because it was stopped up

Exhaust System Backpressure
The exhaust system can be checked with a vacuum or pressure gauge. If using a pressure gauge, remove oxygen sensor or air injection check valve (if equipped). Connect a 0-5 psi pressure gauge and run engine at 2500 RPM. If exhaust system backpressure is greater than 2 psi, exhaust system or catalytic converter is plugged.
If using a vacuum gauge, connect vacuum gauge hose to intake manifold vacuum port. Start engine. Observe vacuum gauge. Open throttle part way and hold steady. If vacuum gauge reading slowly drops after stabilizing, check exhaust system for restriction.
