1993 Mercury Sable car gets hot

I've changed out the coolant, thermostat, and rad cap. And the car still over heats. I smell antifreeze but see no visible leaks and it doesn't loose/use any coolant. But since we bought it it has heated up two times. Not to overheated but just very hot.
The last time it got really hot I noticed that the cooling fan was not on. But after it cooled down and my daughter got it home the fan was on and on high. Then after it was home for about 2 min the fan slowed down like it had to settings.
So I'm asking if the water pump can be out with no leaks? What about the fan is it a two stage fan?

Perform coolant pressure test 1st looking for leak
Flush coolant system
check for coolant if circulating
remove heater hose on thermostat housing and crank engine to start as you washing if the water pump push the coolant out if not suspect bad water pump and have to remove and check good luck
