How do u tell if the cooling fan relay is bad? I pulled the top of it off and all the wire connections still looked good?

Did you pull off the plastic cover that houses the relay. If so install if back in the circuit. Move the contact swith over and see if fans come on. If the fans come on the contacts are good, but you still need to check the coil side of the relay. This can be done by checking the resisitance of the coil. If the meter reads ol. Then relay needs to be replaced
