Loud idle engine noise like sawing something by hand

seems a bit rather loud. Can hear part of it while in car idling and the hood closed.

Is this normal or indicates potential problem to fix?

That doesn't sound normal. Is anything rubbing any of the belt driven accessories? Is the engine oil clean and full?

I don't seem to see anything rubbing any of the belt driven accessories, but I'm not a mechanic to be able to tell easily. It's been this way for a quite a while. Car is near 60k mileage.

Surprising that no mechanic mentioned anything about it whenever I took it in for oil change, maybe they too busy to notice the noise during the short drive in & out of the shop, or ignorant about it.

Do you think replacing the belt will help? It certain seems to come from that area.

I don't think it is a belt issue. What I would like you to do is remove the belt and check all the belt driven accessories to see if any are loose or making noise. It could be anything such as a bad bearing in the alternator, waterpump, power steering pump.
