Lose of wheel rotation with new brake shoes & Drums

I installed new replacement brakes shoes, drums and a spring kit on my 98 Ford Windstar. Everything appears to be installed in its proper place but. When I add the wheel and snug the lug-nuts the last half turn, before I torque them, I lose rotation. I loosen the nuts half a turn and rotation resumes. I can't find the bind. I tried putting washers behind the drum to raise the clearance but it did not work. I tried two washers, no good. I tried old drum, still no rotation with lug-nuts snug. I have the correct replacement shoes and drums.

I'm assuming it's the rear, check to see if the parking brake is in both shoes all the way in their slots, it's probably not then your parking brake cable is probably frozen holding the shoes to the drum making it tight. Also if you didn't loosen the adjusters do so as you put on new lignin and they are thicker so they will need readjusting after you put drums on. See pic where arrows are.
