How do I get the engine to idle down to a normal
idle speed?

Some thing you can check quickly, one, remove the throttle cable, see if the idle comes down, you may need to change the cable. Two shut off the engine, with the cable disconnected from the throttle, see if the throttle closes all the way, It might be a shaft problem.
