No tail lights or instrument panel lights

I have a 94 jeep grand cherokee 5.4 ltr 100,000 miles with all the bells and whistles, recently the tail lights and instrument panel lights went out. I think I have a short because the fuse blew, when I replaced it and turned the key it blew again. I checked all the grounds I could find, all looked good, so now i'm stumped. Some direction would be a great help.

The fuse that you replace, what circuit is it for according to your fuse box/owner's manual? After relacing the fuse, do the instrument panel/tail lights work without the key, and only pulling the headlight switch to the park light position, or does doing this blow the fuse? If they do work, what key position causes the fuse to blow? When the fuse blows, do your exterior parking lights also quit working?
Please see my post for" XJ-fuse blowing" for additional information on a similar problem - should be on the first page - look and you should see it. Post back with more details if you can! There are several circuits that interlink with each other, just trying to narrow it down.
