1995 Jaguar XJ6 key won't turn

I drove the car last night and it was fine. This morning I went to start it and the key would not turn over. I don't think it is the battery because the lights come on and the clock is on.
I just recently purchased the vehicle and noticed that when you brake the steering pulls to the right.
Could this be a steering column issue? A key issue?
Please help.

Try spraying down the key slot with a spray lubricant of a type and working the key in and out a few times. If that won't do it, you'll have to replace the key tumbler.
On the brakes, check your front brake pads. You may need brakes, or have a frozen brake caliper.
