1996 Infiniti I30 belt removal & installation

I am trying to replace the serpitine & altenator belts on this and am having some difficulty with really knowing if the tension adjustors are actually loose and free. We beleive that should be but are unable to get any play w/the pulley movement? I have a Haynes manuel for this 'glorified Maxima' - but it does not offer much help? Other than to state that the tenisoner has to be loosened. Haha
Any tips that would be greatly appreciated !

Ok so here is what I found about the tensioner and how to loosen it and adjust it and so on. Now if you look at the pic you see a bolt in the middle of the tensioner pulley loosen it and then use the adjustment bolt to loosen the belt and also to tension the new belt. Don't forget to tighten the bolt in the middle of the tensioner when done. Here is the pic.
