Hi my boot has jammed! Itslocked itself withoutlocking onto the steel hook it supposed to and now it wont come free? Its stuck

Honda civic 2004

today the boot jammed! Its sort of locked itself but not onto anything! So now ive just got a boot thats locked but I can still lift it up and down.

Its like the plastic that wraps around the metal hook is jamed shut already?
