2003 Honda Civic 2003 Civic EX Cooling Issues

I'm looking for some input. My 03 Civic has started signs of overheating while at slow speeds and Idle (sometimes).

I have an injen cold air intake on it with the air filter between the wheel well and the front passenger side bumper. I neglected maintenance on the filter and took it out and cleaned it once this started, however, it still seemed pretty clogged. Could this be the reasoning for the overheating? I've heard yes and no on this. (I ordered a new filter today because it needs to be changed regardless)

Could you offer up any other maintenance I could have done on top of the filter. Any basic things that I could rule out before I take it to a shop?

The coolant level was a little low, topped it off with prestone 50/50 (had to take out the battery to see the resevoir levels. Thanks honda.). Both fans (condensor and radiator) are coming on simultaneously and stopped simultaneously.

I idled it for a while after I topped off the coolant (with and without a/c on) but still showing overheating signs

. BUT.

I did notice that when I rev the rpms for 10-15 seconds, the temp comes down significantly, then slowly climbs back up to the upper hot level. Would that be because I'm forcing air into the engine? I still have my money on the air filter.

Any other ideas would be appreciated.
