Hi,

The radiator fan is not runnning, and the water temperature gauge on the dash gauges is running a bit higher than normal. Does this sound like the fan thermal switch should be replaced, or would this be a thermostat replacement issue (or both)? Thank you for your help.

PS. Not sure if this is related, however I had driven through some deep water (flooded road) prior to this happending, and I imagine that some of the fan wiring got wet.

Water is a conductor in electricity theory-maybe why its not coming On because the fan motor is shorted out. Try running it direct to the battery and see what happens.

Or a problem with the temperature switch and the fan relay.
