2000 Honda Civic car not used in 2 years

My son is getting a car for free, but it hasn't been started in over 2 years. Besides a new battery, what else will probably need to be done to get this vehicle road worthy.

The brakes are properly all seized up and at the bare minimum, will need rotors. The tires are properly flat-spotted (will need to be replaced). You should flush all your fluids INCLUDING the fuel left over in the tank. I'd also change the fuel filter.
