1999 Honda Civic check engine light

Hi. Had my catalytic converter and o-2 sensor replaced before the summer and just recently the check engine light came on again and hasn't gone off. I had it checked out and the diagnostic came back saying it was reading low oxygen and a problem with the cat.

My car will often have trouble running after rainy days, loss of power/hesitation, check engine light flashing etc... and then after a few blocks the power comes back and it runs good. The maintenance is on schedule, new air and fuel filter all it needs is new spark plugs. Any idea what causes this problem?

Hard starting in the rain I would suspect a tune up
as for check engine light what was the code #

Get the charging system checked out if okay -could be caused by the following below

Dirty fuel injectors (cleaning the injectors often fixes this).
Bad MAP (manifold absolute pressure) sensor
Bad TPS (throttle position) sensor
Bad or dirty MAF (mass airflow) sensor
Low fuel pressure (leaky fuel pressure regulator or weak fuel pump)
Vacuum leaks (intake manifold, vacuum hoses, throttle body, EGR valve)
Bad gasoline (fuel contaminated with water or too much alcohol)

Sometimes, what feels like a hesitation is actually ignition misfire rather than lean misfire. The causes of ignition misfire may include:

Dirty or worn spark plugs
Bad plug wires
Weak ignition coil
Wet plug wires
