1996 Honda Civic C.V. Axle-replace

Hi, I am replacing my [driver's side] C.V. Axle complete. My question is why is there a round rubber doughnut/balancer type thing on the axle shaft of the old axle but not one on the new/remanufactured one?
Is this thing unnecesary or does it prevent vibration in some way?

It is not necessary, most remaufactured axles do not include it.

You're right, the circular rubber serves as vibration damper for the unbalanced forces in your axles. However for new axles, the vibrations are minimal and it wont make much difference if you have the donut or not.
