Fuel mileage problem - bad fuel economy

I am facing a problem with my honda city vario 2004

Every one says it is a fuel efficient car. While I am getting 9km/liter with out ac in the city. Which should be at least 12-14 km /liter

It is properly tuned up every oil changed including cvt gear box.

My tyre size is normal

I don't face any problems while driving. Like it having a smooth drive and my driving habit is normal. Like 80-100 km normally

Checked every sensor with computer diagnostic. Everything is normal and in proper working condition.

Yes I have Hks muffler exaust installed in it but not with free flow piping just at the end of pipe is that a problem?
So is there any one (plz experts only) who can help me getting the average better?

And what is the idle rolling speed of honda city vario when we release brake? May be the rpms are high

Plz I need help no one is getting my problem fixed

Hello,

This sounds like a problem with the mass air flow sensor which is sending the incorrect information to the computer which is allowing to much fuel to go into the engine. I would clean the sensor first and go from here, here is a guide that should help you. Also it could be a primary oxygen sensor gone bad which the computer has not caught yet.
