Carbon foul on plugs

I have a 2002 Honda Accord SE with 74,159 miles. I have always felt like something was wrong with this car since I bought it two years ago. It has had choppy acceleration and horrible gas mileage. I recently went to change the plugs and wires and found real bad carbon foul on all four plugs. It was uniformed all the way across. I check the plugs after putting on the new wires and they fouled all the way across again. What can I start looking at to fix this problem. It runs pretty good except when you have to step on it, and I'd love to stretch that tank of gas back out.

A few things to look at first:

- Check and/or replace the air filter
- Timing of the engine is possibly not set correctly
- Vacuum leaks cause the system to still function but not work at 100% efficiency
- O2 sensors can be failing, however, I would hope that the On Board Computer would pick that up

(check to make sure that the "Check engine light" works. It should come on when the car starts.)
