2003 Honda Accord 2003 Accord - Vibration in Steering Wheel

I recently had new rotors/pads installed on the front end and rotors turned and new pads on the back end. At the same time, new Michelins were installed all the way around. The tires were road-force balanced to within 5 (I think spec is somewhere around 10+). The problem I have is a vibration in the steering wheel that starts at around 41-42mph and is fairly consistent through 80+. At @ 65mph, the vibration hits the entire cabin in a harmonic type vibration (kinda like rolling down the rear windows only when going down the interstate, but not as severe). The car stops smoothly, so my question is, could this be a bad rotor? Not a warped rotor, but an out of balance rotor? I am stumped on this one and so is my mechanic. The car was put on a lift and all bearings and joints were inspected and are solid. The vibration was not there prior to the new brakes and tires. Any thoughts on this?

Hi, I am wandering if a tire or two is faulty, like a slipped belt, you cant determine that with the tires on they have to be removed, but also, ball joints ans sway bar links will need some checking too, get back to me

The tires first installed were Altimax General HP. The vibration started when those were installed. After 2 days at the mechanic, they changed out the tires and put on the Michelins. The vibration lessened only slightly with the Michelins vs the Generals.

It is possible that they have the wrong size tires?
