1994 Honda Accord WONT IDLE AND SPUTTERS

I HAVE A 94 ACCORD DX. I RECENTLY PUT A NEW HEAD ON IT, (USED). THE CAR RUNS SMOOTH ABOVE 2500RPM, BUT BELOW THAT, IT POPS OUT OF THE INTAKE, IDLES UP AND DOWN LIKE IT HAS A BAD IAC VALVE. WHEN IT WARMS IT WILL RUN SMOOTH BELOW 1000 RPM AND CUTS OFF. IF YOU TRY TO GRADUALLY GIVE IT THROTTTLE, IT POPS AND CUTS OFF. THE DISTRIBUTOR IS IN CORRECTLY AND MOVING IT WON'T CHANGE ENGINE RPM. THE TIMING BELTS ARE TIMED IN CORRECTLY ALSO. IT JUST SPUTTERS AT LOW RPM AND WON'T IDLE, ANY IDEAS?

Hi Pass2k1300,

If the engine could not idle and backfires when throttle is depressed, it could be any of the following
1. Igntion timing incorrect.
2. Timing belt synchronisation wrong.
3. Valve clearance too tight.
4. Leaking valves.
