I have had to replace the rear backing plates. Is there a tool to compress the spring on e-brake cable at the backing plate to re-attach the the lever arm to the cable?

No! I use 2 pair of sidecutters, put them together at the nub, spread the spring, hold and install lever, fairly simple!
