Still overheating

91 camaro rs v6 3.1 114000 miles. Im having a problem with overheating I think it might be because of the fan, it doesnt come on untill its almsot 240 degrees should come on at 200 or 220 I replaced the thermostat the engine coolant temp censor and the relays the fan looks good wondering if its the fan motor or the fan censor, also noticed that the pressure drops a little in the radiator and my voltage is running a little high when I first start driving and it helps if I have the air on to keep it cool but I would much rather fix this properly what do you suggest?

The gauges are not that accurate and when they have a little age they tend to read high.

I would invest in an infrared temp gun ( about $90) and you will be able to read the exact temp.
