there is a belt that is lose that should not be that way. Also because of the belt now i cant turn my steering will at all. how can i fix it?

if this has one belt then your tensioner is probaly frozen and not keeping the belt tight. REplace the belt and tensioner. If it has multilple belts then adjust them all.
