Car will not start

1993 GMC Jimmy, with about 203000 miles on it, automatic, no strange sounds other than it is trying to start and will not, no strange smells, no fluids are leaking, I have put in a new gas filter and sea foam in the gas tank, and a new battery. The main problem with my car is when it gets below 40 degrees out side it will not start. The car itself will try to turn on but it sounds like it is not getting enough gas so you push on the gas and the car will still not turn on.

Use some starting fluid, if it fires right up then it is fuel related. Hopefully it is due to a poor fuel mixture due to a defective coolant temp sensor, or a dirty MAF if applicable
