When engine is hot or warm, it starts perfectly n works fine. The problem is when it is cool.I bought new battery and I even change the starter motor but the problem still remain.

Check for corrosion on cable and clean battery terminal ends. Same with ground end on engine.

My mechanic checked the cables, cleaned both battery terminal ends and the ground end on the engine and I'm still getting the drag start when the engine is cool.

Check starter for a draw and is battery the correct size for your car. The starter may be drawing to much power when cold.

I had an auto electrician check the starter n batteries. No problem there. Could it be a mechanical problem of the engine, that puts more pressure on the starter when engine is cool?

I kind of doubt that if anything i''d suspect a bad cable or poor ground to engine or starter.
