Hello, I am Danny.

Yes, it is called the "shift lever" and is replaceable. I am attaching a diagram that shows the components. You need to remove the upper and lower plastic covers to gain access. The cover is held together/attached with a few screws. After removing covers the shift lever is held to column with one screw. Shift levers are available at your local Dealership or Wrecking yard.

As Danny says they are replaceable. This image is a bit larger. To remove the lower cover you will need to pull the tilt lever out of the column, just use some padded pliers or if you have a good grip just pull the lever straight out. If he broke the casting that the lever goes into and not just the tip on the lever then it is a bit more involved.
If he broke the grip section it is easier to replace the entire lever as, although they are supposedly just "push on", every one I have tried that with ended up split. Even when I soaked them in hot water to make them have a bit more stretch.
