Acts fuel starved. Lugged like running out of gas. Changed fuel pump and filter. Still the same. When it dies have to wait ten to fifteen minutes for it to start again.

Carburetor or TBI unit may be time for a carburetor rebuild due to age and alcohol in fuel. Kind of sounds like it.

Will this also cause it to run hotter 210-220 degrees without overheating?

210 is normal temperature on these cars today it is under pressure so it takes up to 250-269 degrees to overheat. You can replace radiator cap however due to age and it is probably bad anyhow.
